From Wikipedia:

On January 10, 2016, two days after releasing the album Blackstar on his 69th birthday, David Bowie died from an unspecified form of cancer at his New York home. He had been diagnosed with the malignancy eighteen months earlier. Belgian theatre director Ivo van Hove, who worked with the singer on his Off-Broadway musical Lazarus, explained that Bowie was unable to attend rehearsals due to progression of the disease. He noted that “Bowie was still writing on his deathbed, I saw a man fighting. He fought like a lion and kept working like a lion through it all.”

…the voice here is Bowie, though it is an “actor” in the video. “Candidate” is a song written by David Bowie in 1973 and intended for his never-completed musical version of Nineteen Eighty-Four. A radically different version, with completely different lyrics and music, was released on the album Diamond Dogs in 1974 as part of a medley that split the song “Sweet Thing” in two. The only lyric shared in the two different versions are the key phrases “I’ll make you a deal” and “pretend I’m walking”. The “Grateful Dead” reference was only in this early demo track.
